01 CAT 416c windshield wiper not working

Hi, just purchased an 01 416c Cat backhoe and the windshield wiper won't work. Doesn't seem to be getting any power? Any ideas what I can check? Thanks

    Is the fuse in the headliner fuse box ok?

    The fuse itself is fine but there is no power to the fuse?

    There is a 25 Amp fuse in the steering column fuse box that feeds the headliner fuse box. It is labeled CAB BATTERY FUSE. To access the steering column fuse box, loosen the 3 straight slot screws on the column cover and lift off the top section.
