Air brakes or hydraulic? If air brakes its under the dash on the tredle valve. There should be two of them. One is for the truck circuit, the other for trailer. If it has hydraulic brakes, I think its under there too, it's activated by a push button switch that is released when you push on pedal. There should be a fuse or circuit breaker for the stop lights as well. Possibly two if it is wired for a trailer. Trailer stop light circuit is separate from the truck brake lights. The turn signal switch divides the power between stop and turn signals.

On my 88's I used to run the switches were under the dash in the brake valve. Two wires, the switch was just a simple normally open pressure switch. If it's quiet enough, if you just gently apply brake pedal, you could hear the click when the switch closed. It's possible if you have turn signals, power to stop switch and switch is functioning, your turn signal controller could be faulty. Good thing is they have been changed from the original POS that the truck came with. Bad news is they are close to $200.
