If it is metal you are asking about, we put a skill saw blade in backwards and cut it, somewhat noisy but works.
The skil saw leaves a nasty bur, but it works great, just wear ear muffs. If you don't mind the time, an old fashioned tin snips or aviation snips works just fine, wear good gloves. Or if you don't mind spending $$$ you can buy a shear, even one for rib formed, and even one for rib formed at an angle.
