backhoe hydraulic question

I'm changing all the rear hoses on my '69 Ford 3000 Utility. The action on the bucket and the stick are nice and slow, the boom and the swing are ludicrous speed unless you carefully apply pressure, which is a pita. My question is, the adapter on the left in pic 1 (and pic 2) is in either the bucket or stick circuit (can't tell which, steel lines buried in the boom) on the bottom of the control box where the lines attach. Could this be a flow reducer to slow the application of pressure? It also has a non-spring loaded check ball in it. The part on the right in pic 1 is in the boom circuit and had what looks like a reducer placed inline in the fitting. Maybe Rube Goldberg attempt to reduce the flow? If that was the intent, it doesn't work. Can anyone identify these part?
