I have a question regarding the impact of California's diesel emissions regulations on older excavators in California. From what I've able to read, it appears that owners of excavation equipment must meet stricter emissions requirement by a specified time based on the total horsepower owned. What I couldn't find is whether these regulations apply to older (1990s) excavators owned by smaller owners or individuals. Any insights would be appreciated.

Im assuming he means they(the authorities) will only get away with enforcing new regulations re-emmission control if you let them,sorry to be the bearer of bad news but they will do what they dam well please and the tax payer is the sufferer.
From what I have been told, older machines have to comply but enforcement is almost non existent.
