Cat 299d2 Won’t rev

Hi all, I got a Cat 299D2 from the auctions with 3000hrs on it. It starts all fine but once running the revs can't be increased, either with the foot or hand throttle. When the machine is started two errors come up, would these be causing the machine to stay at idle? Steven
