Cat 931 track loader travel speed

Hi I have a 1978 931 cat track loader. Machine runs well. I find it very slow when travelling up a grade. Wondering what the cause of this might be. Thanks

    What gear are you in? 2nd shouldn't be too bad but 3rd might barely move if it moves at all. Also should be full throttle.
