Cat CB-224E Roller Power Issues

I have a Cat CB-224E that is having engine power issues. Ii has the 3013C Cat diesel engine. Overall the machine runs decent, but when going full speed forward or backward and trying to climb a small incline it bogs down. Also when engaging the vibration and going full speed on flat ground it bogs down as well, sometimes to the point of killing the motor. It is always worse when the machine is cold, after running for 10 minutes it does seem to improve abit but still is not great. I put a new fuel filter on it and pulled the lines out if the fuel tank to make sure there was no obstructions there. I have also checked the air filter and that didn't make any difference either. This motor does often have starting issues too. Generally if it sits for any amount of time, sometimes even just a few hours I have to crank it for 10 to 20 or more seconds before it will fire up. After about 5 seconds of cranking there is usually smoke coming out of the exhaust pipe. Is it perchance a bad injector? I have never seen black smoke coming out the exhasut and even when it bogs down it never blows smoke. There is what appears to be a small engine driven inline fuel pump before the injection pump, could that be the problem? Or is it a hydraulic pump issue or something like that? TIA

    Remove the filter, then remove the filter head (take note of which line goes where). Unscrew the primer button outer ring and lift off the primer. Remove the inlet elbow. Ensure that the elbow is restricted, the cavity under the primer isn't filled with debris, and then, looking at the filter side, ensure that the concentric filter stem outer to inner tube isn't restricted.

    Are you still running the bowl on the bottom of the filter? Could the Oring between be missing?
