Caterpillar 311 (Mitsubshi) Excavator Throttling Down Help

Can anyone lend advice regarding a 311 Grey Market machine which is throttling down randomly. Where do I start looking. This seems to be related to the fuel saving idle down feature on this machine. Thanks, Brian

    grey market may not even have accurate serial number. these usually start with 9LJ
