JD 690ELC brakes one side not holding

   Make sure to test your propel brake release pressure to make sure pressure is not getting to the brakes when propel levers are in neutral. Should have no pressure to the brake with the propel pilot levers in neutral and 500 to 1000 psi with the propel pedals stroked. If the pressures are correct then you are tearing into the brakes.
