Mack R686 tip-turbine

I just acquired a 1981 RD686S I'm planning to make into a water truck. The tip-turbine seems quite, I removed the air filter and cannot hear any whistle and am wondering if it is functioning. How do I check it?

    My limited experience is that the TIP didn't wind up unless the turbo was spooled up. So, no load, no TIP . I hope this makes sense.

    I remember the turbine took a while to wind down as well. Should hear it after shutdown.
