Rubber Part

Hi, I'm new here and have a general question. Does anyone know what the rubber part in the pic is and how it's attached to the plate? I think it's for a mud pump. Thanks in advance. RKan

    16mm hole should be too small for a mud pump I think , more likely just some kind of cushion mount or dampener that fastens with a bolt through the center.
