I have a CAT 140m2 grader that has had steering problems and alarms that we cannot figure out. The steering well flutter left to right or just go to the left and right hard. Sometime could be setting still and have a steering fualt alram. We did replaceed the steering valve and still the same problems. The kicker is theses problems are bad one day and go away the next day than it starts again. Any help would be great been dealing with the problems for over a year CAT M1402 M9DO1178 CODES: E258, 2202-12,E192 are once I get the most Code:2828-14 had a couple of times.

Did you replace the complete steering valve or just the electro-hydraulic actuator (circled).? If it was the actuator do you know what Part Number you have installed right now.? The latest P/N available is currently 559-3552. The E192 (Steering System Malfunction) and E258 (No Steering Detected with Command Given) Events are likely a direct consequence of 2202-12. Troubleshooting procedure attached. 2828-14 is a problem with the pressure sensor for the main implement hydraulic pump. As this same pump supplies oil for the steering it might or might not have some bearing on your problem. Again I attach the troubleshooting procedure.

Here are photos of the former and latest actuators. Which one m ost resembles the one installed on your machine.? Former Version Latest Version (much smaller although the rectangular metal base is the same size)

One of the first things I'd suggest that you check is the installed software on the machine. There have been multiple updates and AFAIK only the absolute latest ones are guaranteed to be the best at eliminating "phantom" Events. With your machine Serial Number having been produced in early 2012 there have been various software updates to address specific issues, a lot of them involving steering Events/alarms and Diagnostic Codes. The latest updates were as recent as December 2021 as far as I can see. The last thing I'll suggest you take a look at are the spherical bearings on the inner ends of the steering cylinders (Area B on the illustration), and also the ball studs on the outer ends (Area A). When the steering is wiggled from side to side can you see any sort of movement there.?
