t370 tandem cold starting issue

I have a Kenworth t370 model 2020 that started getting cold start issues. Only when it's very cold does the rpm keep running up-down between 300 to 700 for maybe 30 or 45 min depending on how cold it's and this time I couldn't move it upfront or back as the transmission couldn't shift just kept flashing? after that the truck back to normal

    Those tandems are nice. You have to pay the excise tax, but they can haul the mail.

    Any chance you have an iced up fuel line?
