TA300 Terex engine brake fault

Im not even sure which part is unhappy. At start up, this code comes up instantly. 5543 fmi 5, so, clearly a circuit is open (fmi 5 does mean open, right?) 5543 fmi 5, engine exhaust brake actuator command. Current below normal or open circuit. So, since the exhaust brake is hydraulically actuated, is it controlled via the hydraulic ecu or the engine ecu? My digital copy of the service manual is impossible to read on a tablet (print won't scale up without turning to just grainy dots). Any insight would be welcomed.

    Is the engine Cummins or Scania?

    Scania. The exhaust brake flapper cylinder is actuated via a hydraulic (not air) cylinder. The cylinder oil is controlled via a spool solenoid mounted outboard of the main hydraulic control valve. That coil tests good.

    Coil is 24v 19w and tests at 30ohm. 24v supply actuates solenoid and brake. Wiring check continuous thru X15 to hydraulic controller. Ground verified. Any more ideas?

    I believe the egr valve and engine brake share same circuit check fuses I had a fuse labeled spare but was actually for the egr , and exhaust brake circuit on a 30 ton contacted technical support told them i found the fuse it was labeled as "spare" they told me that it was the correct fuse and it was a misprint on their part.
