Travel arm sticking?

Mini excavator bobcat 331 the left travel arm is sticking in forward and backward position and does not return in neutral on its own? What could be the problem? Thanks

    Check to see if dirt is packed around controls

    Thanks Bls repair There are no obstruction . Are the arms return pressured control or are there springs somewhere ? Thanks
