hoping someone could help me with starting problem with my backhoe. Installed JD rebuilt starter, power good to the starter, battery has 12 volts, engine will not turn over. Ideas?

That rebuilt starter could be your problem. Just because it was rebuilt is no guarantee it is a good one. Same thing with alternators.
