i had a guy replace the center valve and now my tracks dont operate right ive changed lines around and still nothing
Probably a hydraulic schematic would be the go to for that info
If you're talking about the center rotary joint, unfortunately, there's no way any of us on the internet can advise what to do if lines are connected incorrectly at the rotary joint, that's going to require an experience tech with schematics and possibly service manual info in hand, or on laptop. Any heavy equipment tech worth his salt knows going in to clearly mark those lines to prevent this error. I wager you won't be hiring him again.

We'll forward you a schematic and other help, but... In the caterpillar world, it all revolves around serial number. In the Cat world, there are at least 6 313 machines without a letter behind them.
Correct, equipment mechanics don't give a whit what year a machine is, all we want to know is model and s/n.

9pr00430 or the 3 could be a 8 also what would make the swivel spin snapping retainer bolt
Did he replace the centre swivel or repair it.? If it was repaired did he use genuine OEM parts.? If it was replaced where did the replacement unit come from.? i dunno about anyone else but it sounds very much to me as though the problem could possibly lie in the swivel rather than the travel motor hydraulic lines.
Can you elaborate a bit please and give a bit more betail in respect of "don't operate right".
I pulled these from a BAS serial number, without a blade. My goto site didn't support that prefix.
