The instrument cluster is more than just a gauge cluster, it is also a vehicle controller. The vehicle controller provides various functions including support for the hand and foot throttles. You need to restore power and/or ground to the instrument cluster or repair it if physically damaged. Do you have a service manual? If not, it would be a wise investment. Not sure how much more detail you want or how comfortable you are doing electrical diagnostic work.
Unplug the 2 connections on back of cluster for about 5 seconds and then plug back in, easiest fix I have found.
