I have no steering it looks like its atempting to move the cylinders but wont any ideas where to start? maybe pressure out of pump?
First check the oil in pump. I would think you may have a issue with a steering cylinder piston or packing just due to the age of that machine. If you had two plugs you could cap off the lines to one cylinder and see if it turns and then do the other. This could also be done with a air hose to put some pressure on the rod or tube end. Care should be used as oil can be forced out and you don't want to be in a spot that the wheel can pinch or pin you. A bad cylinder packing will allow the oil to just bypass in that cylinder. You may need to change the filter in the power steering pump, there is also a valve on top of the trans housing with a spool that has a centering spring that can give you a problem, the key in the pump gear could be sheered, relief valve in the pump, pump worn out. My thoughts would be a cylinder packing issue first.
