Capillar 931C II transmission no power in 2 and 3

1991 Caterpillar 931C II track loader with 2200 hours transmission does not pull 2 and 3 gears forward and reverse. Both engage but have no pulling power and hardly move at low RPMs. 1st forward and reverse have most speed and appears to pull fine when running high RPMs. Filters, fluid levels and parking brake check out fine. Also left steering pedal does not work unless fully depressed activating the brake. 3f 3r Trans part number 7G7600. SN 6AJ00040. My concerns are if I keep using it will it cost more to fix over time. New owner and tools are limited in that I don't have pressure Guage. Thank you in advance for suggestions or ideas on troubleshooting.

    It's a torque converter machine so needs RPM's to move. See what it does at full throttle. These machines are not made to be putzed around at low throttle. Brakes may need adjustment and/or rollers on steering clutch actuators may be worn. Lots of info in the archives on here.

    At full throttle 2nd moves forward a little slower than 1st. 3rd barley moves.
