Is this still running? try slamming the arm back and forth a few times to free it up, don't bother with the cable if it's stiff, just use your fingers on the arm. You are using the shut off arm and not the "throttle" arm right? If you need to shut it off, pinch off or remove the fuel supply line, it will be a pain to bleed before starting again. Or, if you have a rubber hose for the air intake to the intake manifold, remove the hose and put a piece of plywood or a book over the manifold to block the air. If you've figured out how to shut it off, or don't care, drain the old fuel till it's almost empty, and fill it backup with fresh diesel, or biodiesel blend, and let it run for a few hours to loosen things up, then try to shut it off.

Have you tried shutting it off by hand. The cable may have slipped and not moving the arm enough to shut the machine off

Got it to shut down by low idle and loading the hydraulics. Yes just moving the arm with cable disconnected

Is there anything in the top cover of the pump that my be gummy or stuck?

Does the shaft in the pump rotate when you pull the shut-off cable.

I'm no expert, but as far as I know, pumps will shut off positively, and if it sticks or is gummy it won't let the engine run. So something will be disconnected or broken inside the pump if it won't shut off. You could post a picture of the pump, or model numbers off the pump, that would get some better advice.

Yes it looks like it is moving with the arm.

Yes sir, i disconnected the cable so i could move the arm full swing, does not feel like any resistance , very easy to move.

remove the top cover.. there should be a shut off cam that closes the metering valve.. its not uncommon for the clip/cam to fall off.. Suck some fuel out of the pump so u can see what your doing.. The cam will be laying inside the pump.. get a small magnet & go fishing.. Once U find it..u can close it up by resting the long end on your vise & giving it a few taps w a hammer.. To get it back ON.. look for the cut-out in the shut off lever inside the pump.. The "TAIL" of the cam goes down between the shaft & the gov arm.. it should be hard to press into place.. I use a 5/16" nut driver to "pop it" down.. if u can push it into place, its gonna fall off again..

Update, freed up the cable and reassembled it and now it stops the engine. I guess the arm was just gummed up and i was not truly getting full throw. Thanks for all the replies , now to fix hyd. leaks!
