Cat 246 right joy stick inoperable

I have a 2000 model Cat 246 5SZ00719. Machine worked fine all day moving bin blocks (8 total) about 20 feet. Next day machine starts and drives normally, right joy stick will no longer functions. I tested the door lock out switch, pilot valve solenoids ohms which show 10.1 ohms. Swapped the work tool and machine travel solenoids, no change with right joy stick. Back probed work tool solenoid shows 68 ohms with machine running and parking brake engaged. Upon releasing parking brake the ohms did not change and I had expected to see 12 volts of power? Attempts to apply external 12v to work tool solenoid results no change.
