cat 262 c heater actuator problem found to schematic do to great forum members

Hello everyone i've learned a lot from your forums and have a problem hoping someone can help me as the cat dealer is busy not calling me back..... i get that but help please im a new owner to a 2009 cat ser #jmst02680 Long story short the deutsch plug was unplugged from the heat valve actuator and not working as no heat in cab The guy i purchased the unit from did an update valve assembly part # 480-8598 and he said the dealer told him to change the factory Pins in the 4 deutsch plug that inserts into actuator He changed the constant power with signal power from heater control from factory and it didnt work for him he left it my problem now Im not sure he didn't change all three pins and its all wrong pin 1 is POWER 14volts pin 2 is GROUND good pin 3 is signal from cab thermostat pin 4 is empty and no extra wire visible in harness I have verified the (power 14volts) (ground good) and (signal 0-12.2volts variable) is independently all working but any combination of what the machine came power signal or switched back to factory Pinning ? still no actuator movement.... I have also disassembled the actuator thinking that the internals maybe bad and could be i found when opened up and in search to get the actuator to work it was new as the pins as described i can get a signal voltage though the motor inside and change in voltage as heater control is moved from hot to cold but the motor dose not turn also having a good ground and power further more I have disconnected the wires and powered the motor direct and it will move fwd and Rev with polarity change..... iv reassembled the acatutor but now looking find the proper wire Pining for the deutsch and start with a new actuator and hope it will work Can you help please ? thanks
