Cat 277b

I am working on a 277b skid steer it starts and runs but won't move or operate even if hydraulics are overridden I have now telltale lights on and voltages seem weird at the fuses. One time they are 12 the next they are 8 some fuses read 6 constant. I also have 4.5 volts at the solenoid a at the controls
