Cat 311F Throttle Actuator 5419-7 limp mode

G'day all, have a Cat 311F excavator SN LZF00240 with intermittent issue with the engine throttle actuator, I believe is the inlet valve on the intake. Was looking for the diag chart for the 5419-7 code. I believe this is also causing the high intake temps amd limp mode. Thanks
