Bought the dumper with the past owner said it was just the tip valve. Put in a new on and stil nothing wont even move a little bit, presure is there but i cant figure this out. Any help would be nice otherwise its going to a scrap yard

Here's your hydraulic system. Pretty simple. Assuming the steering and suspension work ok (???) and you've replaced the hoist valve 15, suspicion must next fall on a hoist cylinder(s) bypassing. What makes you say "Pressure is there"?
The preasure on the pump looks really good but nothing happens further than that, is there an way to check if the hoist cylinder is bypassing?
Define “really good”.? Have you put a gauge on it.? What pressure did you measure.? I sent you some documents. Check your message inbox.
pull the hose off of the top of the cylinder and try raising the bed and see if oil is bypassing
