Let's get this clear. You're trying to replace the tacho shaft seal. Did you remove the bolts that hold housing #3 or did you remove the bolts that hold the cover over the governor shaft detent spring? (not shown on this picture)

no i only remove the cover with 6bolts that we see in the picture. When i took it off the shaft went off and i cannot put it back on .

Not sure if this helps but here is a picture of the governor section.

Been a time since I worked on that style pump but don't think you need to worry about the timing unless you remove the complete pump from the engine, But and that is a big BUT you do have to be careful that the governor is functioning right or you could have an over-speed on start up. You could try sending a PM to "thepumpguysc" if no one else can help.

Don't worry about your English, it's better than my French. Yes you can remove cover #3 without messing up the timing. There are a couple of things to be aware of though; Get the governor exterior as clean as you can. Buy a new gasket before you start. Under spring #2 in khansen's photo, there is a stack up of washers and probably a wave washer. Keep them in order. You will probably find that the tacho shaft has a groove worn in it where the seal runs. If you decide you need to replace the tacho shaft, then you're into a whole new league of repair. I'll advise you as best I can but you will need a couple of special tools. Post back and let us know. Good luck.
