How about some details? By your post, the first thing I would suggest is starting it.

You say that you are new to this loader, so bear with me if I ask dumb questions. 1. You say the fluids are full, the transmission should be in neutral with the engine running to get a good level reading, it may be a little low because the oil needs to be hot to get a true reading and the convertor needs to be full, which won't happen if you don't have clutch pressure. 2.so put a guage in the test port on the clutch pressure regulating valve that is located on the side of the convertor and go through the gears, pressure should be 240/280 PSI. If the regulator valve is malfunctioning, it will dump the charge oil through a safety relief valve between it and the convertor case and back to the transmission sump at around 140 PSI. 3. If you aren't getting any pressure, the charge pump may be worn enough that it can no longer pull the oil out of the transmission sump, or the suction hose is sucking air, or the pump spline shaft could be stripped or broken. 4. there is a screen behind the drain plug on the transmission that can get clogged and block flow to the charge pump. 5. Check your brake air pressure, the brakes will lock up starting at 50 PSI and release at 60 PSI, so if you are in that 50/60 psi range for some reason the brakes may be applied preventing movement. 6. There is a declutch valve tied into one of the brake pedals that sends the transmission to neutral, but only should work in forward gears.
