Clark TMG 20, its power steering pump motor not operating,any one there to advise?
Check battery voltage at battery, Check voltage at pump contactor. Is contactor closing? Check voltage on cable connected posts on pump motor. If consistent voltage all thru, pull pump motor and take to a qualified DC motor shop. Probably brushes.

Wonder the function of micro switches at the bottom of steering column/pipe working with the turning of steering pipe to do anything to operate the steering pump motor?
Yes, But would be unusually for both to be out at same time, cutting control. Just turn on the key switch, pull a lever to see if that function works. Assures battery power and circuits energized. Then with a screwdriver, just press the p/steer contactor in to close. Motor starts, we were wrong. Motor does not start, pull pump motor and take to a qualified DC motor shop. Probably brushes.

What is the function of small encoder type motor driven by bigger plastic gear at the bottom of steering column, does it has to do something in running the p/s pump?
Need a pic of the area you question. Did/have you ever gotten the p/s pump motor to run, and how?
I pulled 2 wires at the steering pump disconnecting wires coming from PWM board on the right of steering then trying with 12, 24 VDC. the motor runs and steering wheel easy to turn but the wheel did't move to right or left, then I restored the PWM connections and pulled out the temp wires from motor. Most likely the PWM is not running the motor though it shows 15VDC going to the motor.
