Ct D5G throttle- decelerator settings

I have the throttle only operating at full throttle and decelerator operating correctly. I have tried to adjust but only can get minimal throttle reduction for 100% down to 60% Machine Cat D5G Serial RKG00549 How is the correct way to set this. Thanks in advance. Nathan
