F3L1011 throttle issues

have a Deutz F3L1011 F,, which the engine starts and stays at an idle.. you can move the throttle linkage, but engine doesn't respond... ? is there a certain part/s that normally internally go bad?

    I'm guessing it's the linkage inside the engine that won't move. Did it sit a long time?
