Fuel Level Sender Question…

I was replacing the fuel level sender in a Skat Trak 1700C and was not expecting a geyser when I removed the first screw. Is it normal for the sender to be "under water"? Fuel level is in the mast tank is above the sender. It would be nice if I can just burn of some fuel. But it sure seems like submersion in fuel would short it out. Thanks in advance for the tutorial!

    Typically the sender mounts in a hole on the top of the tank (so it leaks less?) but some mount on the side. In either case the contacts are in the fuel when the tank is full, gas or diesel.
