I have had this early 1990’s boom lift for 5 years with no major issues until this summer. January to May I had the boom stored horizontal about 9’ off the ground. It will not go any lower. I have replaced the control valve on the cylinder, checked the orifices in the control valve and all good. The only way to lower it is by bleeding the pressure off the cylinder, but when reassembled and raised it still stops at about the horizontal limit. Any ideas? Already called JLG
