What's the model and serial number? Not really a JLG 'expert' but I'll be glad to try and help.

Ditto Tractormech. My first guess is that you lost power assist and the system reverted to the manual hand pump feature. Some systems use a priority valve to supply steering and braking before hoist and carriage functions, and if equipped that valve may be stuck. ISZ

Does the unit have issues in all 3 modes.. 4 wheel, 2 wheel and crab ? Or one not the other in any combination ? Steering orbital valve takes flow the valve body then routes flow to the steering selection valve. If you pull up the service manual it will tell you the exact test port location so you can put a gauge on the machine and get some baseline info. If its doing it no matter what steering mode you select then your problem is from the orbital back. If it works one mode not the other its most likely something in the steering selection valve. When its hard to steer try just barely working boom up or down. Just enough where it moves and try seeing if steering improves. If it does you more than likely have a relief valve issue
