The carburetor was rebuilt and has new coil points + condenser and also has new spark plugs with wires. It doesn't seem to be getting fuel. When it was running just before it was backfiring.
Welcome to HEF, David Michael ! Start at the fuel tank outlet and see if any fuel comes out. If it does follow the line and loosen fittings until you get to the carburetor. Rebuilt the carburetor ? Is the float level adjusted correctly and is the needle valve opening ?
Backfiring? Out the exhaust or intake? Usually backfiring is a sign of timing being off
