Komatsu D31S 17 Steering Issue

Have a D31S 17 Komatsu without steering on the left side. Performed a pressure check to the clutch piston, and hydraulic pressure is the same right and left side - 380- 400 psi. Removed the top clutch and brake cover, and cannot see any visible issues with the linkage fork, but there is no spring force pushin the linkage towards the piston. Any suggestions on the next step? Also, assuming i have to remove the clutches, how is it best done? Do i need to remove the track, drive wheel, and then drive housing cover? Thanks....
