This is a plastic bracket that holds the sliding rod in a hydraulic control valve the rod activates the spool valve it is a manual cable control valve in an International S1900
That looks like the cover and actuator from a Buyers HydraStar™ Hydraulic Pump w/Manual Valve #CH101115. You could look up part numbers in the Buyers catalog. Or, it could be a knock off. Truck combo pumps are an inexpensive commodity item. You could purchase a complete new unit from Amazon for tree-fiddy. Or, convert your existing pump to air shift with a Buyers BASK16 shift cylinder.
