Wasn't there any flow for the street? That would change the grade depending on which side of the lot you used. The three levels of grade sounds like it is tied to the progressing of the building on the job. Rough being the pads are finished and the streets held low for accepting spoil dirt, the stucco meaning you have the excess from your wet and dry utilities moved into the street and your initial lot flow configuration finished and the finish would be having all your touch up done on the lots and parkway sidewalk and street grades finished but that order for California would be a little out of sync since fire department requires that your streets be paved for emergency equipment before you can start framing. What did the Scope of Work designate?
