    Is the pedal moving

Yes It is free moving You can hear a noise when trying to operate

Is it moving the valve or did the linkage come undone

    The bucket moves a little

Is the lock out coil getting power

    Is that under the seat

It would be right on the control valve if memory serves

Take the plate between your feet loose. The control valve is under that. The solenoid for the boom lock has a stud coming out of the top and the bucket curl is the next largest one. It has no stud. The far left one (sitting in the seat) is the auxilliary valve for the grapple or whatever has 3rd vslve requirements. It's a safety switch and isn't a powered coil. It will disable starting if engaged. Unplug the wire on the bucket lock and check voltage. Those coils do go bad. Good luck.

Welcome to HEF @precisionlawn If your pedal is moving, I wouldn't think the lock-out would be an issue. When you raise the loader frame - does the bucket want to flop forward to dump? If so, the piston retaining bolt on one of the tilt cylinders has come loose or broken. It's a common problem caused from shaking the bucket when dumping.

I did not read the post correctly. If the pedal is moving you need to see if a cylinder is bypassing internally or as airman said a nut could be off of a rod and the piston is free floating in the cylinder. You can get a couple of JIC plugs and plug off the lines going to one cylinder at a time. If you plug one side and see if it works then. If not hook those lines back up and switch to the other side. If it works then you know which cylinder is blown internally. If it sttill doesn't work you may have a relief valve stuck open in the control valve. 2 blown cylinders is not imposdible, but not likely.
