Pickstown SD Crane on Dam

Anybody have any inside knowledge of what happened with the crane at the Fort Randall Dam?

    No outriggers out and No counterweights. Stuck using a bigger (looks 150+ ton) because of the army corps demanding derate on all the cranes on site. So instead of sending a smaller crane on full outriggers, which is rated for the load- Army corps demands 75% derate, which means a bigger crane that can't fit. So 0% outrigger span and no weights. Because they don't want to much weight on their bridge deck. Local dam wanted me to do some work this summer, and we've worked there before. They came out with 52 pages and this kind of nonsense, and I told them to find someone else. Hopefully the operator is okay, looks like that cab landed right on the wall when it came over. They are going to have fun getting anything out there to stand it up. Probably all the paperwork will fly out the window then.
