i just wanted to lift the storage container a bit higher off the ground but it didn't budge. is it just too heavy for the backhoe or is something wrong with the backhoes hydraulic pump or loader control valve? i don't have much stuff inside the container, nothing really heavy

That's a low cube version of the 40' container. The high cube version which is a foot taller or so weighs 8K lbs dry.

Did you try and curl the bucket, using the ground as a heel? I could guess the loader itself not picking it, but the bucket breakout surely should.

Trying to lift that with the bucket is a good way to bend your cutting edge, curling the bucket is even better! Lift the loader bucket up and hook up with a chain off the loader frame to each corner, but don't lift it any higher than it has to be. 8,000# is what I thought they were, but you could have 4,000 inside without it looking like much. For fun, put some blocking in the middle and you could rock it back and forth by hand, lift it up with a helper and small enough shims.

I've lifted a few of those containers by curling the bucket at the corner of the container in order to level them. Like Shimmy1 suggested.
