There is something else wrong as you should NOT have to bleed it all we ever do is change oil and filters and put them right back to work. The only exception is if we install new pumps then we will make sure it has oil in it before starting.

Even with pilot filter ? . I have change filter and fluid and never had this issue .. first time changing pilot filter tho . I did change motor oil and filter

Perhaps if it's left to drain for long period the pump will drain? I'm not familiar with how that machine senses low tank level, but is it possible that wiring to a sensor has been disturbed? Or tank level dropped below sensor on start up (filling filters) On your bleed plug picture there looks to be some space there to undo it, is it too long a plug to unscrew completely?

Even with the pilot filter it will NEVER completely drain the system unless you also take the big hose off the bottom of the pump and even at that there will still be oil in the system!
