Skyjack 4830 lift

Hi all,I have a skyjack 4830 scissor lift and I can not get it to go up any kind of incline,it's rated for a 20% grade,it gets to the ramp and stops.It sounds like it wants to go but doesn't,Everything else works,it goes up and down,foward and reverse and steers.Hydro fluid is full, it has new batteries and a new control box.Any ideas?

    First check to make sure brake release valve is tight

    Is it going into low torque drive mode when you toggle on the box ?? Or like skata said the freewheel valve may be slightly open. Those are the two things ID check first
