With normal loads it shouldn't move. It will have a safety feature to prevent damage if you encounter something immovable. I'm not sure if it's adjustable.
Is this happening during normal operation or only when you catch the end of the blade on something solid?
The swing circle should not rotate under load. Write the serial number of the machine to check this.
The circle drive has an adjustable clutch that is designed to allow it to move under very heavy blade loads so that expensive parts do not break. Describe exactly what the machine is doing when the cricle moves and how far it moves. It is possible that the clutch requires adjustment.
If you have 14M, not 14M-3, here are the instructions for adjusting the Disc Pack Preload for Circle Drive for two prefixes B9J and R9J. The circle should not shift under load, but as Nige correctly clarified, under a strong impact or excess load, the circle can shift so that expensive parts do not break. But if the circle moves constantly under any load, then this is of course a malfunction.
If the circle will not resist even the slightest load before moving you have to consider the possibility of a broken shaft or pinion gear inside the circle drive.
Had this problem before. Turns out friction modified gear oil was put in the circle gear box instead of TDTO. Caused clutch to jump under low load. Clutch adjustment is easy, remove four bolts on top round cover and three bolts on shim pack retainer plate underneath. Remove a couple of shims and put back together.
The current oil recommendation for M-Series circle drive boxes is SAE60 FDAO. It still has pretty much the same additive package as a TO-4 oil though.
