Water in fuel code will not prevent starting, wil derate or shut down though. Assuming Doosan engine. Did you change all 4 injectors? Oem or aftermarket? Check for rust in fuel rail?

    We change all 4 injectors

Have you put air to the tank with a rag ball covering the hole while applying air with a blow gun.? If you disconnect the fuel line coming out of the fuel filter fuel should pour very fast into a pail. Especially if 2-4 psi of air pressure is on tank. Have the fuel filters been changed lately. Have you blown air back through the return line to tank. If you put air to the tank it will leak at any loose connections. Is there some banjo bolts on the filters or at the pump that have screens in them that could be plugged. Simon C

I have seen people replace injectors and not meticulously clean the whole system, Rail included. And shred a brand new set of injectors with fine metal shavings

We clean the fuel tank all the lines we fix the new fuel filter before we r connecting injectors to rail also cleaned

Do you have access to diagnostic software to monitor rail pressure while cranking? Will need at least 4,000 psi before injectors will even attempt to fire. Also, capping off 1 or 2 injectors with caps on rail can help raise marginal pressure. Often works if failing injectors are bleeding too much fuel to return. For simple steps install a 12v lift pump instead of squeeze bulb, tee in a Guage and verify constant pressure while cranking,
