Terex tx5519 telehandler hydraulics working slow.

The hydraulics are working slow. No matter how high you raise the motor the boom barely moves. Its not the pump or filters. Anybody has any answers ?

    Look at the resistance/amp draw on the proportional coil, feed to the coil and the ground, if that checks out remove the cartridge and check for smooth movement
