Thomas 153s starting problems

Hey guys new here , need some help . I have a thomas 153s skid steer . Stopped running , changed fuel shutoff solenoid and it's not holding to start . Any suggestions

    If its a 3 wire solenoid.. ground, pull & hold coils.. They/it runs off of RELAYS.. that might be your problem. A bad relay..??

    Yes it's a 3 wire , traced the wires red goes to fuse panel white wthe red on it goes to the starter . Checked fuses ok . Seems the white wire from starter has really low voltage when cranking it over..

    Black is GROUND.. Should have VERY GOOD voltage on w/r wire.
