tilt on the forks

I have a 95 644 Highlander that I just purchased. It came without a service manual, so would like some advice as to fixing. The tilt on the forks do not work. I was able to see the parts manual, via this site, but that wont help me now. Would appreciate some info. Thanks e-mail is: [email protected] if anyone has a service manual they can share.
