Like to thank all the members who responded to my post, finally got machine home and was able to check it out, seems who ever had rebuilt engine had turned the ring gaps on two cylinders the same direction, separated the gaps put engine back together is running perfect no blow by at all. And again thanks for the info members.
Doubt it was the ring gaps that was the problem. Rings rotate around the piston about 10-15 rpm when it's running. How they measured it was a bit of radioactive tracer material on a ring and a Geiger counter detecting it as it came around. If they installed the rings upside down, or didn't clean the ring grooves in the pistons, or anything else that compromises the seal, then you get blow by.
